The Legal Requirement To Test Emergency Lighting
Testing emergency lighting is a legal requirement in every UK commercial premises. Under Article 14 of the Regulatory Reform (Fire Safety) Order 2005, emergency lighting must be provided in every non-domestic premises and must be of sufficient intensity to light escape routes and illuminated fire exit signs on a failure of the normal lighting supply, so occupants can leave safely in any emergency situation – for the full duration of an emergency escape.
The duty sits with the Responsible Person (employer, building owner, or managing agent) and cannot be delegated. BS 5266-1 is the UK code of practice for emergency lighting, BS 5266-8 the application standard for emergency escape lighting systems, and BS EN 50172 the European equivalent – the British Standards that, alongside UK building regulations, set the testing requirements your fire risk assessment must reference. This is the working guide to emergency lighting compliance every Responsible Person needs.
Since October 2023, breaches of the Order carry unlimited fines under the Building Safety Act 2022, and directors can be prosecuted personally. Commercial insurers (Aviva, Allianz, AXA) treat statutory testing as a condition of cover: a missed annual test or a gap in the logbook gives underwriters grounds to void the property policy and the Business Interruption cover alongside it.
How Emergency Lighting Testing Works
The purpose of emergency lighting is to light escape routes when the mains power fails; the BS 5266-1 regime to prove it still does is two-part manual testing – monthly emergency lighting tests and annual emergency lighting tests. AJK’s servicing and testing covers every luminaire and its control gear on the visit, with results recorded in your statutory logbook before we leave site.
Monthly Flick Test (Short Functional Test)
The short functional test – commonly known as the emergency lighting flick test – is the monthly emergency lighting test BS 5266-1 required at least once a month. The engineer isolates the main power supply at the test switch with a fish key to simulate a power cut, walks the premises to verify every luminaire illuminates from its internal battery, then restores power and checks the charging indicators. Maintained and non-maintained fittings are tested on the same visit.
Annual 3-hour Duration Test (Full Discharge / Drain-Down Test)
The annual test – also called the 3 hour emergency lighting test, emergency lighting duration test, emergency light discharge test, or emergency lighting drain-down test – is a full test that discharges every battery to prove the system still sustains three hours of illumination on a mains power failure. AJK schedules it out of hours where site disruption matters; the premises are vulnerable to a second failure of mains during the 24-hour recharge cycle. Three hours is the universal UK commercial benchmark – older one-hour systems were phased out of mainstream production decades ago.
Daily Visual Check – Central Battery Sites Only
For sites on a central battery system, BS 5266-1 adds a daily visual check of the main control panel indicators to confirm the system is “ready” and the batteries are charging. This is a Responsible Person duty carried out on site, not an AJK visit.
Minor faults – lamp swap, battery replacement, simple re-connection – are rectified on the visit where practical; larger remedial works are quoted separately. Every test ends with a certificate and a logbook entry.
Systems We Test
AJK tests every type of commercial emergency lighting installed in UK buildings – self-contained, central battery, and self-testing systems – across maintained and non-maintained fittings.
Self-contained systems. Each luminaire contains its own battery and changeover relay – the commonest architecture in UK commercial premises. Maintained emergency fittings (lit at all times) and non-maintained fittings (illuminate only when the mains fails) are tested on the same visit, every light fitting on the lighting circuit walked and verified.
Central battery systems. A single battery bank and inverter provides the emergency power supply to slave luminaires across the site. Common in larger commercial buildings, shopping centres, and healthcare estates, where every emergency exit, open area lighting, and high risk task area lighting are wired back to the same central battery. Tested in line with BS EN 50172 and BS EN 50171, with fire-resistant wiring on the central lighting circuit checked for integrity. Emergency escape lighting and standby lighting on shared infrastructure are tested and maintained on the visit.
Automatic test systems. Wired (DALI) or wireless addressable luminaires that self-test to BS EN 62034 and report to a central panel. These self-testing emergency lighting systems handle the internal electrical checks, but AJK still carries out the annual visual inspection BS 5266-1 requires of a competent person – a self-testing emergency lighting system cannot detect paint over-spray, obstruction by ducting or signage, or physical damage to the system.
Your Certificate & Logbook
Every visit ends with an emergency lighting periodic inspection and testing certificate – the EPM6C model recognised by Fire and Rescue Services, insurers, and auditors – and a completed entry in your fire safety logbook. The same emergency light test log book covers the annual test certificate, monthly entries, and any remedial action between visits.
The emergency lighting test certificate records:
- date of test
- results by circuit and by luminaire
- faults found and action taken
- signatory – the competent person who carried out the test
- next test due
- retention guidance
Keep the logbook, certificates, and records for every other piece of fire safety emergency equipment on site – the evidence trail for your fire risk assessment, insurance warranty, and any Fire and Rescue Service audit. The certificate sets the testing schedule for the year ahead. Retain at least six years of records, plus the original emergency lighting commissioning certificate for the life of the system.

Emergency Lighting Testing FAQs
How Often Should Emergency Lighting be Tested?
A monthly functional test (also called the flick test) and an annual 3-hour full-duration test, per BS 5266-1. Central battery systems also require a daily visual check of the panel. The schedule covers non-maintained, maintained, and self-contained emergency lighting alike.
Is Emergency Lighting Testing A Legal Requirement?
Yes. The Regulatory Reform (Fire Safety) Order 2005 puts the duty on the Responsible Person for every emergency situation; BS 5266-1 and BS 5266-8 set the method and frequency. Failure to test can invalidate commercial insurance and trigger unlimited fines under the Building Safety Act 2022.
What Are The Two Main Types Of Emergency Lighting?
Maintained (lit during normal use and in the event of an emergency) and non-maintained (illuminates only when the mains fails). Architecturally, systems split into self-contained (battery per fitting) and central battery (one battery bank feeding the whole site).
Do HMOs Have Different Testing Requirements?
The same BS 5266-1 / BS 5266-8 regime applies, but HMO licences typically require an annual emergency lighting test certificate submitted to the local council – rules vary by authority (Camden, Birmingham, and Norwich all publish their own variants).
Arrange Your Emergency Lighting Test
Arrange a BAFE SP203-4 emergency lighting test across your UK commercial site. We return a prompt quote reflecting site size and fitting count, schedule around your occupants and operations (including out-of-hours where disruption matters), and hand over the fire safety logbook entry and certificate on the day. Emergency light testing cost is quoted per site after a short scoping call; one-off annual tests and ongoing testing contracts both available.
